you just have to un-comment (remove the "#") the line you need in /etc/locale.gen (for you, I think it's "cs_CZ.UTF-8 UTF-8").
then run "locale-gen" as root.

after that, you can edit /etc/rc.conf and modify the lines:
BASH Code:
LOCALE="fr_FR.UTF-8"
HARDWARECLOCK="UTC"
USEDIRECTISA="no"
TIMEZONE="Europe/Paris"
KEYMAP="fr-pc"
USECOLOR="yes"

(mine are in french, perhaps you don't have the same)
by
BASH Code:
LOCALE="cs_CZ.UTF-8 UTF-8"
HARDWARECLOCK="UTC"
USEDIRECTISA="no"
TIMEZONE="Europe/Prague"
KEYMAP="cz"
USECOLOR="yes"

for keymap, I put "cz", but there is other possible choices: see in /usr/share/kbd.

if you use installed CTKArch, you just have to reboot after this...
if you use live (CD or USB) you have to make an addon with modified files; see here and here.
and if you want a czech CTKArch (menu and installer), you can translate yourself and submit your work to Calimero...

I'll add that to have a czech keyboard in the graphical mode (Xorg) you need to edit /etc/X11/xorg.conf.d/10-evdev.conf

Then change
XORG_CONF Code:
Option "XkbLayout" "us"
to
XORG_CONF Code:
Option "XkbLayout" "cz"

With what Cereal told and that, you're done. ;)

[EDIT] : considered solved, as the solution was given.
